Most recent promises had the FDA’s sunscreen monograph arriving in October 2010. As yet there is still no sign, and CosmeticsDesign.com USA spoke to sun care consultant Nadim Shaath about the challenges of working without finalised legislation.

Although the lack of the monograph does not mean the industry is completely unregulated, Shaath said there is ambiguity in the sector.

In particular he highlighted a selection of ingredients, the acceptance of which appears to be being delayed until the publication of the final monograph, that would allow manufacturers to reach higher UVA protection at the same time as high SPF. Today in the US this is not possible, he said.
